This project studied interest arbitration cases in Minnesota to determine whether arbitrators who have a history of decisions that favor labor and management equally are selected more often than those arbitrators who have favored one side over the other. Secondly, this paper examined the win-loss ratios between interest arbitration involving public sector employers versus private sector employers to determine if differences exist. This project found that there is no statistical relationship between an arbitrator's decision history and his/her frequency of selection for interest disputes.
