This research study focuses on the voters' behavior in the 2004 legislative election in Indonesia. It seeks to explain two puzzles. The first puzzle is that the outcome of the 2004 election does not register with the conventional reward-punish model of voting behavior. PDI-P, the incumbent, lost much of the vote it gained in the previous 1999 election to Golkar despite the fact that it brought relatively improved economic conditions and implemented a fiscal decentralization policy that consequently transferred economic resources from the central to local governments. The second puzzle involves partisan identity. In the 2004 election, electoral volatility is observable, but the outcome also points to an observed pattern of stable partisan identity, in particular for the Islamic parties and Golkar. The coexistence of volatility and stable partisan identity is an anomaly to the theoretical expectation of party identification. The theory of party identification expects stable partisan identity to be associated with less electoral volatility.

520 $a Using a multilevel analysis statistical technique, the researcher argues that Indonesian voters, similar to their counterparts in many new democracies, assign different identities beyond the usual incumbent-challenger spectrum that is common in established democracies. The researcher hypothesizes that, in addition to the incumbent-challenger status, two different types of party identity assigned by voters are at work. First, given the fact that Indonesia is a predominantly Muslim country, religious party identity is expected to be found. Second, as the country is transitioning to democracy, voters also assign status to the political parties whether they are old parties that belong to the authoritarian past or that run on the platform to consolidate the newly established democracy.
520 $a The study offers an addition to the existing explanations of voting behavior in Indonesia. The sociological explanations proposed by King in 2003 and Baswedan in 2004 are thought to be in direct opposition to the social-psychological explanation offered by Liddle and Mujani in 2007 and 2010. The latter argues that the Indonesian voters are becoming more "rational" in the sense that they start to abandon primordial attachments, such as religion. In a way, an act of voting that is based on primordial assessment is considered less rational. This study has shown that the two explanations are not mutually exclusive.
