Agile software development methodologies are replacing the traditional waterfall model as the accepted model in industry and government. Federal information technology (IT) executives often pursue the latest trends in commercial industry with the intent to improve the performance of government IT projects, without considering the context of the government environment. This research used a three-round Delphi study to identify the factors that influence the decision to employ agile development methods on federal IT projects. The survey of federal and contractor IT experts yielded a prioritized list of 21 factors; the top five factors influencing the choice to employ agile development methods were culture, executive sponsor involvement/support, user involvement, agency/component leadership, and change management. Results of this study also revealed that there is commonality of the expert panel's top five factors with the success factors identified by The Standish Group and with the adoption considerations reported by the Software Engineering Institute. This commonality of non-technical factors indicates that those regarding the decision, adoption, or success are development model agnostic. The findings of this research should be integrated into enterprise governance mechanisms and processes to ensure the appropriate software development model is selected at the earliest opportunity to ensure cascading decisions are informed through the lens of the specific development approach.
