The purpose of this research study was to explore how parents in a large school district in Florida perceive the referral process leading to their children placement in Special Education. Participants in the study were 12 parents of special needs students whose children were, at the time of the study, receiving Special Education related services in one of the district elementary, middle, or K-8 public schools, and for whom the referral process was initiated at one of the school district facilities. The basic qualitative research design was selected to collect data for the study through one-on-one interviews. The major findings from the data analysis suggested that: (a) parents perceived the referral process for Special Education as too long, (b) parents expressed great frustration with the referral process, (c) parents perceived the factors leading to the referral process as not trustworthy, (d) parents described school personnel as helpful and professional during the process. Some of these findings are consistent with findings in previous researches. These findings have practical implications on how school personnel communicates with parents, both during the pre-referral period and throughout the referral process for Special Education services. Based on the limitations of this study, recommendations for further research on the topic are provided.
