African American mayors are hard pressed to run their respective cities as effective managers. Major decision making, which entails the type of policies mayors will use during their tenure, involves many entities of local government. Major decision making for cities maintain and incorporate policies deemed effective enough to allow all citizens their rights under the law. These laws must affirm the central importance of upholding these rights while working to improve the quality of life for all citizens therein. The question of competence then comes to the forefront of assessing whether an African American is capable of making the right decisions. Changing the perception of incompetence entails influencing citizens of all races an African American has the skills for improving conditions which are prevalent within a city. And, citizens must understand and take those policies seriously. Along with major decision making, incorporation of procedure through policy and the skills needed to run a major city effectively, there is a need to use morals. The points being presented here are intended to bring forth immoral decisions made within the institution of politics. More specifically, the intent is to address the conditions African American mayors have to contend with while in office. The purpose of this study is to generate a more thorough understanding of the historical perspective African American mayors must work within to be successful. Richard Arrington Jr.'s tenure as mayor in the city of Birmingham, Alabama was a prime example of assessing African American mayors' abilities to make moral decisions despite the existing barriers in political forums.
