A growing phenomenon in the United States, teleworking, involves the use of telecommunication to work outside of a traditional office or workplace, usually at an employee's home or in a mobile location. Managers in the federal government and private industry use telework as a reliable management tool to recruit and retain employees. Federal government and private industry officials noted that studies pertaining to teleworking consistently revealed common telework barriers over a period of 5 years. A descriptive qualitative study was used to investigate telework barriers in the federal government to identify solutions for the telework barriers. Grounded theory was used as an approach for identifying solutions for telework barriers. The sample included nine federal employees from various federal agencies in the United States. Theoretical saturation was achieved by coding and categorizing participants' responses to interview questions and unstructured interviews. The central research question was: What are the solutions for telework barriers in the federal government? An expert panel consisting of telework experts from the federal government and private industry validated the interview questions. A purposive sample of federal employees was selected to voluntarily respond to interview questions. Written responses to interview questions, tape-recorded unstructured interviews, participant observations, and research assistant analysis were resources used to develop grounded theory. The study results revealed that the solutions for telework barriers in the federal government are: (a) use flexible coverage, (b) increase telework awareness, (c) adopt detailed telework manager training, (d) use additional information technology safeguards, and (e) use cost efficient information technology devices. The solutions can be used to implement effective telework practices in federal government agencies. Future researchers should expand upon the telework barrier solutions to identify other measures for implementing the solutions and determine whether the solutions were consistently applied in federal government agencies.
