In the first chapter, I estimate the magnitudes of the signal component and the noise component in SIMCE applying the simpler methodology of McClellan and Staiger (1999, 2001). I find the average signal is between 70% and 80% of the total score for the mathematics test and between 63% and 77% for the language test.

In the second chapter, I estimate the magnitude of the signal and noise components as well as separate out the persistent and non-persistent components of the signal component in SIMCE. In this chapter, I apply a more complex methodology developed by Kane and Staiger (2001, 2002) to a larger number of schools. I find the average signal is between 70% and 74% of the total score for the mathematics test and between 64% in the fifth quintile to around 67% for the language test depending on the number of students within the school.

In the third chapter, I estimate the effect of the national test's signal and noise components on enrollment decisions in a school-choice voucher system. Specifically, I analyze how much parents' enrollment decisions for their child's elementary school is based on the signal component of the national test and how much is based on the noise component. I find that parents respond only to the signal component of school test score; they do not respond to the noise component.
