On average, private school students outperform public school students on standardized tests. Research confirms these differences in student scores, but also shows that when student background characteristics are controlled, on average, public school students outperform private school students. Explaining achievement differences between sectors using student characteristics is informative to the research community, but searching for alternative explanations by examining differences between school processes, classroom practices and teacher instruction provides additional information to schools and educators. Prior research has used self-reported surveys to identify these alternative explanations as potential predictors of sector achievement differences. What the literature lacks are studies that have used teacher observation data to explain differences in sector achievement. This study fills this gap in the literature and examines whether instructional quality as measured by a direct observation tool impacts kindergarten mathematics achievement within school sectors differentially.
