The political reforms in1998 has brought about changes in the social and political dynamics including the increase in the numbers of political parties and candidates competing in all levels of legislative and executive elections in Indonesia. This dissertation examines the factors shaping the variations in the number of political parties and candidates across electoral districts in Indonesia. This study also analyzes factors affecting the levels of local government development expenditures. The OLS multivariate regression analysis reports the similarities and differences in the factors affecting the number of parties at each level of the electoral districts in the 1999, 2004 and 2009 legislative elections. In emphasizing the relationship between social diversity and cleavages with the number of parties, this study also provides evidence on the importance of other variables such as the socio-economic, institutional and geographical indicators. It also suggests the complexity of the context and extent of the effects of the social cleavage factors in elections which could only be explained through the more detailed and systematic comparison and comprehensive examination of data of all levels of elections. This finding really highlights the main difference in the factors affecting legislative and executive elections. This study is different than the previous works on the relationship between social diversity and number of parties in the way that it applies cross-electoral district measurement and election results. Last but not least, this study also shows that the numbers of parties in legislatures influence the increase in the development expenditure at the local level. Despite the heightened concerns on the effects of the multiparty system on local politics and governments, this study reveals that such a system may be an important force influencing provision of public goods through the increase in governments' development expenditure.
