Foreclosure and its related costs can disproportionately affect the financial stability of a city in terms of service delivery, as a large share of a city's income comes from property taxes. The purpose of this qualitative case study, framed by foreclosure trigger and option theories, was to understand the impact of foreclosure-related costs on heads of departments' budgets, service delivery, and strategies used to contain the effects of the phenomenon. A purposive sample of 20 heads of departments from the City of Minneapolis was recruited to explore the impact of foreclosure-related costs on participants' budgets, service delivery, and strategies of containment. Data from the interviews were coded, categorized, and analyzed to discern patterns and themes. Three important themes were (a) service delivery delays, (b) prioritizations of scarce resources to serve essential areas, and (c) use of telecommunication information technology in the delivery of services. Other themes included staff recruitment suspension, infrastructure, project postponement, and discontinuation of staff development and capacity building. The findings showed that, during hard times, there are opportunities for personnel in charge of departments to innovate and strategize to provide needed services to stakeholders in a cost-effective manner. Specific recommendations arising from the study include increased use of technology and continuous staff skill upgrades to meet emerging challenges. Implication for positive social change include the ability of city staff to provide cost-effective and improved services to city residents; the city staff might also use these findings to implement change which may lead to improved awareness of cost-saving methods and better ways of allocating scarce resources in the city.
