This study evaluates the field of technology transfer and seeks to identify the effectiveness of technology transfer as an economic development strategy. Definitions of technology and technology transfer are rigorously investigated. The impact of research and development on economic productivity is measured using an empirical analysis to quantify technology transfer. Technology transfer is found to have an impact on economic productivity albeit with weaker performance from public sector research. A method for improving the practice of technology transfer is developed using a design science methodology.
