Hierarchal control in disaster organizations can fail under dynamic conditions and hinder emergency management, emergency medical services, fire, and law enforcement disaster responders because of a lack of information that fails to meet immediate and emerging information demands. A two-strand, two-phase sequential mixed methods design followed by a meta-inference identified specific network information connectivity gaps at the responder level. Social network theory and complexity theory framed the hypothesis that network information connectivity gaps lead to ineffective disaster preparedness. Qualitative analysis was used to explore where and why gaps exist. Four survey question responses supported the hypothesis and the theme of developing partnerships emerged as key to a successful disaster response.
