The problems associated with wind energy increase as more wind-generated electricity is placed into the grid. The Upper Midwest States of Iowa, Minnesota, Montana, North Dakota, and South Dakota are likely to be faced with these problems because the percentage of their electricity derived from wind continues to grow. This thesis argues that grid operators should rely on demand response to address wind energy's problems. To derive its recommendations, this thesis compares the legal structures of those states in the Upper Midwest that have developed a larger amount of wind generated electricity and demand response programs to those that have not. Its recommendations include the features of a legal structure necessary to successfully promote the development of wind energy and demand response and the use of demand response to address the problems with wind energy.
