Instead of investigating some generally-assumed factors such as demographic or geographic problems, attention here has been paid to some socio-economic aspects characteristic of sixteenth-century Fu-chien. These include smuggling and piracy, change of Ming maritime policy, local economic orientations, transformation of coastal social order and government coastal defense capability. An evaluation on Fukienese maritime achievement has been attempted, and a general survey over Fukienese trading practices has been attached.

Economic boom in sixteenth-century China, including Fu-chien province, demanded market expansion both overseas and at home. The tribute trade monopolized by the government and the maritime prohibition it imposed upon both Chinese and foreigners, compelled people to smuggle. The rise of Fukienese smuggling was directly related to lineage domination over local society, and related to the decline of Ming coastal defense. The earnest suppression of smuggling by the government in the mid-sixteenth century gave rise to large-scale pirate rebellion; and the confrontations between the government and the pirates paved way for a policy change from maritime prohibition to sea opening in Fu-chien. These intricately intertwined developments of sixteenth-century Fukienese society have been carefully treated in this work.
