Grassroots groups can become uncreative in their organizing and unresponsive to both new challenges and new opportunities. Furthermore, grassroots groups can falter when they abut rigid bureaucratic entities such as large organizations and governments. Play throughout the organizing process can address all of these challenges. In this thesis, I synthesize disparate perspectives on grassroots organizing and bureaucratic structures to build an understanding of the agency of play in the grassroots organizing process. I take these concepts of play and bring it into the relationship between grassroots groups and the bureaucratic systems of power they encounter in their organizing. The result is interfacing: a process of persistent collaboration, and transformation of the bureaucracy for the mutual benefit of it and the grassroots.
