Network analysis was used to examine a coalition of organized interests, the Consortium for Citizens with Disabilities. Network analysis was used to examine a coalition of organized interests, the Consortium for Citizens with Disabilities. In order to apply network analysis to the Consortium for Citizens with Disabilities, a set of models was developed which can be used to analyze all organizational networks involved in public policy or policy networks.

Respondents were asked to rate the value of information regarding governmental affairs that they received from other organizations in the Consortium for Citizens with Disabilities, whose membership list was used to identify and locate coalition members and prospective respondents. Telephone interviews were conducted by the investigator. Forty interviews were completed.

The findings reveal that all members of the Consortium for Citizens with Disabilities provide information regarding government affairs that is valued by at least some other members; consequently, the Consortium for Citizens with Disabilities corresponds to the democratic model of policy network, in which all members participate in collective decisions and other activities.
