Relations between Taiwan and mainland China have undergone a fundamental transformation since 1978. This transformation is due to changes in PRC and ROC policy as well as transnational forces outside of the control of either government. PRC policy changes beginning in 1978 are the result of the emergence of a leadership coalition whose legitimacy is based on the achievement of developmental and nationalist goals in preference to the advancement of socialism. The existence of multiple policy priorities, however, means that trade-offs must be made between different goals. While economic modernization has been the first priority of the PRC leadership (other than self-preservation), they have demonstrated a willingness to make significant economic sacrifices for the sake of national unification.Subjects--Topical Terms:

ROC policy changes beginning in 1987 were a response to growing domestic and international pressures. Externally Taiwan was faced with increasing diplomatic isolation while internally the ruling Kuomintang confronted rising domestic opposition. In addition, within the KMT a new generation of predominantly native Taiwanese leaders was emerging and demanding a greater role in power sharing. The response to these pressures was to initiate a process of political reform that also resulted in the lifting of restrictions on contacts with the mainland. An additional reason for the opening to the mainland was the sudden appreciation of Taiwan's currency which caused Taiwanese exporters to wish to relocate their operations to the mainland.

Relations between China and Taiwan are the result not just of PRC and ROC policies, but also of transnational forces independent of government policy. These forces include economics, culture, and language. The effects of non-governmental interactions are potentially as profound as those of deliberate actions by either government.

Relations between China and Taiwan are not completely consistent with either Realism or Liberalism. China's efforts to annex Taiwan appear to embody a Realist orientation, but the constraints on the methods it can use to achieve this derive from economic interdependence. Taiwan's strategy of democratization and economic enmeshment is based on Liberal principles, but is necessitated by purely Realist constraints.
