Annually, thousands of workers die or suffer debilitating injuries performing their work. The purpose of this work is to understand the impact that the use of external standards can have on an organization's safety culture. One organization's use of the Occupational Health and Safety Administration's (OSHA) Voluntary Protection Program (VPP) criteria is evaluated. Major theories including organizational culture, safety culture, organizational learning, knowledge management, and motivation are considered for their relationship to external criteria utilization. Through an exploratory case study and the use of qualitative methods, findings indicate that the use of the standards positively influenced the organization. A key intervening variable was the strong emphasis that the executive leadership placed on safety.Subjects--Topical Terms:
