Technological innovations in the workplace are expected to continue to fuel community college student enrollment (AACC, 2003). Driven by growing enrollment, the need for space is an increasing concern. The improvement and maintenance of technology based facilities represents one significant expense to community colleges. The limited funding exacerbates the problem of facilities improvement and maintenance. It has been suggested that community colleges develop innovative, synergistic partnerships in response to this concern (Roueche, Taber, & Roueche, 1995; Maurrasse, 2001). This study explored an important---but problematic---component of community college development: the creation of technology-based, facilities-improving partnerships. This case study asked two research questions: (A) What factors can be associated with a technology-based, facilities-improving partnership as derived from the story of Technical Community College and its Technology Park partnership; and, (B) To what extent does the Technology Community College story relate to Rogers' (1995) Innovation-Decision Theory. This study relied on a phenomenological research paradigm and employed document analysis, semi-structured interviews and two focus groups. The results indicate that the college's mission, commitment to economic development, and responsiveness to community needs were paramount in creating a partnership that would ultimately yield a 500,000 square foot, technology-based facility---a first of its kind. Furthermore, Rogers' (1995) Innovation-Decision Theory manifested itself prominently, but not in its entirety. Specifically, the linear process of the theory breaks when implementation and confirmation occur simultaneously. The results suggest a pathway for a successful technology-based, facility-improving community college partnership. Further research is needed on methods to facilitate such endeavors.Subjects--Topical Terms:
