Scope and method of study. The purpose of this study was to identify through expert consensus a model masters degree program in nursing to prepare professional nurses as community-based primary health care nurse practitioners. A review of the literature indicated that health care reform will expand the role of the nurse practitioner in the delivery of community-based primary health care and will mandate parallel education reform. The lack of a shared vision to prepare professional nurses as community-based primary health care nurse practitioners guided the researcher in the formulation of two research questions and the development of a research instrument. The panel for the modified delphi project consisted of 48 purposively selected health care professionals across the United States and Canada with expertise in health/education reform and primary health care. Seventy-one percent of the 48 health care professionals completed the project. A three round questionnaire was utilized to achieve a group consensus on the degree of importance of the proposed education modules and components. To assess the average agreement among the participants the rankings of the proposed education modules and components were analyzed utilizing Kendall's coefficient of concordance W and Chi-square distribution.Subjects--Topical Terms:

Findings and conclusions. The following conclusions were drawn: (1) a model masters program should afford the nurse practitioner with the necessary knowledge and skills to meet the primary health care needs of the traditionally underserved populations. (2) The curriculum of the model masters program should be based upon the education modules and components of health promotion and wellness; primary health care management; clinical practicum; pharmacology; advanced nursing leadership; community-based health education; clinical nutrition; and nursing research. Educators should utilize an interdisciplinary global approach to family/community health promotion and primary health care management; a community-linked and service-based didactic and clinical education process, and a clinical internship model of 1000-3500 clock hours.
