This is a study to determine the extent to which community colleges have integrated the use of a mission statement as an essential, key element of planning into institutional strategic planning processes. The study's participants included a random sample of 36 of the 108 community colleges in California. Surveys with 14 questions on a four-point scale were sent to 36 Accreditation Liaison Officers (ALOs) and 12 Chief Executive Officers (CEOs) from the sample population of 36 California community colleges. A total of 30 of the 36 ALOs, or 83%, returned the surveys. A total of 12 of the 12 CEOs, or 100%, returned their surveys. The 14 questions in the survey focused on the extent to which their college's mission statement links with other key aspects of the institution such as resource allocation, marketing efforts, college goals, educational priorities, and so forth.Subjects--Topical Terms:

The overall findings indicated general agreement between ALOs and CEOs related to nine of the 14 questions on the survey. The greatest disparity between the two groups occurred in five survey questions. The researcher found the disparity between the responses of the two groups on one particular question addressing the connection between the elements of the mission statement and college goals of greatest interest.

The 12 CEOs were also asked five supplemental questions in follow-up interviews. The interviews provided candid comments and insight from institutional leaders. The results indicate that there is a large gap in perception about how mission statements connect with other aspects of the institution. The researcher concluded that community college leaders need to continue to integrate their mission statements with strategic planning efforts in order to better align all campus processes and communicate a consistent organizational vision.
