Building upon literature dealing with local environmental policy capacity, solid waste diversion programs, and environmental behavior, I developed a comprehensive theoretical model for understanding local differences in solid waste management outputs and outcomes. A handful of factors from the model were then tested at the city level in an effort to explain differences in disposal levels: geography (north vs. south), business employment composition, party affiliation, environmental voting, income, taxable sales, and waste diversion programs. To gather information concerning the latter, I sent surveys to solid waste officials in roughly 400 California cities in June of 2001 (50% response rate).

Multivariate regression analyses of cities in urbanized areas indicated that variations in per occupant disposal levels were partially a function of geographic location (i.e., northern or southern California), per capita income, taxable sales per employee, and percentage of employees working in the wholesale/manufacturing sectors. Although the results were significant, the model did not explain more than 25% of the variation in disposal levels.

I expected that much of the unexplained variation could be attributed to differences in solid waste diversion programs. Based on previous scholarly research and discussions with solid waste officials, I selected three programmatic variables to analyze in depth: solid waste collection fees, the use of diversion facilities such as a MRF (materials recovery facility), and business recycling collection programs. These variables were tested in multivariate regression models along with per capita income, employment in the manufacturing sector, and taxable sales per employee. The model was significant and explained nearly half the variation in disposal levels. An analysis of the regression coefficients indicated that higher per capita income and greater employment in the manufacturing/wholesale sectors lead to higher levels of disposal tonnage, while higher monthly service fees, strong business recycling programs, and the existence of centralized diversion facilities were associated with lower disposal tonnage.
