The purpose of this study is to understand the phenomenon of civic discourse. The central research question is <italic>“What is the lived experience of social studies teacher educators and their students who engage in civic discourse in teacher preparation programs in Taiwan?” </italic>

A hermeneutic, phenomenological approach was adopted in this study. The researcher chose participants purposively from selected Social Studies Teacher Preparation Programs (SSTPP) in Taiwan who had rich experience in civic discourse in order to produce rich texts. Six teacher educators and six SSTPP students participated in this study, for a total of 12 participants. The researcher developed the research texts through face-to-face, in-depth conversational interviews. Each participant was interviewed twice, and all interviews were tape-recorded in order to be able to secure verbatim transcripts of the research texts.

Through thematic analysis of the research texts, four main themes and 12 sub-themes emerged as follows: (1) The existence of authority: (a) instructor's exertion of authority; and (b) students' fear of authority. (2) In the moment of silence: (a) being silenced; (b) silence as listening; (c) silence as deconstruction; and (d) silence as disengagement. (3) Provoking polarization: (a) taking sides; (b) being stereotyped; (c) hidden agendas; and (d) being challenged. (4) Drawing a conclusion: (a) the need for more information; and (b) making judgments and choices.

This thesis ends with reflection on the four main themes, recommendation for social studies educators, an appeal to discourse pedagogy, and a discussion of the elements of civic discourse.
