This dissertation is a case study that examines the experience of cross-functional teams in one military organization, the U.S. Army Tank-automotive and Armaments Command-Rock Island. The popular view of the military as a rigid hierarchy is at variance with the concept of empowered teams. The purpose of this study was, therefore, to examine the experiences of empowered cross-functional teams operating within a military environment. Depending on the findings, the expectations relative to empowerment for cross-functional teams in military organizations may be realistic or, on the other hand, may be unattainable.Subjects--Topical Terms:

The design of the case study was built primarily on observation, interview, and examination of documentation to gather data from the teams and management regarding that experience. Eighteen semistructured interviews were conducted with participants representing management, team leaders, and team members. Observations were made of team meetings and a training session. In addition, pertinent documents belonging to the case organization relative to teaming were reviewed.

Within some limitations, the teams were empowered to make decisions related to their assigned goals and objectives. Those decisions were normally made through seeking consensus. There was no conclusive finding that local management was routinely over-turning teams' decisions. More often, it was higher headquarters that interfered with team decisions. The turmoil associated with the biennial change of commanding generals and the tendency of some general officers to micromanage areas of personal interest were the only restrictions on team performance specifically attributable to the military organizational environment.
