Documenting the history of one of the Regional Institute Grant Program sites of The Getty Center for Arts in Education and its nation-wide thrust to implement discipline-based art education, this study provides a narrative of the development and implementation of DBAE within the Minnesota DBAE Consortium. Through an analysis of primary and secondary documents in the consortium archives detailed interaction of four major interest groups involved during the granting period 1986--1995 is outlined. The substance of the discussion emerges from a comparison of internal evaluation to external evaluation and the examination of proposals, periodic reports, disciplinary seminars, and summer institute programs implemented by the consortium as a result of Getty sponsorship.Subjects--Topical Terms:

520 $a A seven-part model for historical research established by Cohen and Manion (1989) was used to address questions established prior to research. Conclusions drawn from the critical analysis of the documents in the archives of the Minnesota DBAE Consortium are presented using an adaptation of Cuban's seven phases of education reform (1993). Several recommendations are offered to improve the relationship between granting agencies and their recipients as they seek to achieve their goals, objectives and expected outcomes.
