An American public school is a social system—an organization of people, technology, structure and tasks—designed to achieve a set of goals. The basic assumptions, values and beliefs shared by members of the organization constitute its culture. This study sorts the complexity of school life through four themes: community, purpose, organization and change which explain the behind-the-scenes meaning of observed school activities and illuminate the organizational culture.

This is a qualitative case study of a single elementary school building in a rural part of southeastern Ohio. It explores the cultural influences on the behavior of the organizational members while at the same time examining their influence on the culture. The culture was viewed with an integrated perspective—portrayed with consistency, organization-wide consensus and clarity.

I used qualitative research methods in this study, spending over four months as a participant observer on site at the school sitting in classrooms, collecting artifacts, interviewing staff members and teaching as a substitute teacher. My intent was to recreate for the reader the shared activities, beliefs and values of this particular group of people. Repeated analysis of the data produced the four major themes mentioned above. I used direct quotes from the collected artifacts, interview transcripts and my own field notes as evidence of the manifestations of culture.

This study found that tradition is a very important part of this school's culture. The school building itself is a symbol of the community, the families and the values. It represents constancy, basic skills and following rules. The school staff struggles with the challenges of serving children from an impoverished area and being expected to provide an adequate education with few resources. They use the small size of the school to form nurturing relationships with the students and supportive, professional relationships with each other. These relationships help them keep the needs of the whole child in mind as they deal with external forces such as state proficiency testing.
