This dissertation examines the intellectual foundation of economic reforms in pre-war China by focusing on the work of the National Economic Council, the central planning agency of the Nanjing Government (1927-1937). The National Economic Council worked under the direction of the Minister of Finance, Song Ziwen and Minster of Industry, Chen Gongbo.

The National Economic Council's final goal was autarkic industrialization to be achieved through the re-organization of the economy along lines inspired by economic dirigism and corporatism. Chen and Song saw China as an economically colonized country forced to let foreign powers directly extract its raw materials, invade its market with their products, thus hindering its industrial development. Only autarkic policies, they argued, could break this pattern by regaining control over domestic raw materials and channeling them into national industries. The National Economic Council focused especially on the cotton industry, a previous export leader which had grown increasingly dependent on Japanese capital and business. Chen and Song thus perceived autarky to be crucial not only in resisting Japan's imperialism but also for effectively bringing about the economic and administrative unification of the country.

The fascist-style policies of the National Economic Council were rooted in Song's and Chen's perceptions of what constituted a "modern" nation and economy. Sharing in the world-wide interwar crisis of liberalism and liberal capitalism, they perceived Fascism as effective alternatives for nation-building and economic development. The National Economic Council's fascist-style policies were further shaped by long-standing business practices, distinctive characteristics of the Chinese economy, and the heritage of classical images of China's economic and political foundations.

The National Economic Council's policies broke away with the political tradition of imperial China and introduced new ideas of political economy which were forerunners of those later carried out by the Communist government, such as central economic planning, development through centrally managed production teams, mobilization of agriculture in support of urban industrialization, and the corporatist organization of the relationship between government and private business.
