President Johnson launched the War on Poverty to continue the Kennedy legacy and to validate his presidency, but his use of compromises to pass the Economic Opportunity Act of 1964 crippled the coordinating capacity of the Office of Economic Opportunity. The War on Poverty developed into a political and economic paradox when the aftermath of the Watts riot made it impossible for Johnson to fulfill his Howard University promise to address differences in white and black poverty. Antipoverty decisions in the guns-and-butter budget of 1966 became increasingly contrary to the national interest as Johnson's self-deception and consensus politics foreshadowed the OEO folly of deception, which exaggerated its successes to preserve its political survival. This study relies on primary and secondary sources that concentrated on Johnson's influence on the origins and politics of the War on Poverty. The outcomes have been organized and presented in seven chapters.Subjects--Topical Terms:
