The year 2003 marks the eleventh anniversary of the OSCE's Minsk Group's activity towards finding a peaceful solution to the ongoing Nagorno-Karabakh conflict. Although people in both Armenia and Azerbaijan vested high hopes in this negotiating body, the results of the decade-long effort can best be described as an absolute failure.Subjects--Topical Terms:

The current research project will hopefully add to the studies and research done in this subject before. It's practical value comes from the recommendations on how to improve performance of Minsk Group so that a long-lasting peace settlement to be achieved. It would provide an analysis of three proposals that were on the table throughout the negotiation process during the past 10 years. Returning to one of those proposals and revising it with special emphasis on the rejected issues will form a basis of policy recommendation.

The paper also highlights what would be the anticipated reaction of Azerbaijani and Armenian political leadership and population on the recommendation. The recommendation itself would envision a potential comprehensive resolution to a conflict, which could move the negotiation process from a dead point.
