This study addresses the current status of textbook adoption challenges by pressure groups and the effectiveness of in-service training in responding to these challenges. The following research questions that structured the study are: (1) Do Washington State public school districts that have established policies regarding textbook adoptions and challenges handle the challenges more effectively than those districts that have no policy? (2) Which Washington State public school districts have experienced textbook adoption challenges by pressure groups and concerned individuals? (3) What is the frequency of the reporting of challenges to the state educational agencies? (4) What is the status of in-service training in the area of textbook challenges by pressure groups in the public school districts in Washington State? How many districts have had in-service training? How many districts have not had in-service training? How many districts are currently in the process of developing in-service training? A survey instrument was sent to all 296 public school districts in Washington State. This survey was designed to gather information relating to school district textbook adoption policies and procedure policies for handling textbook challenges, challenges on curriculum between 1985 and 1991, and the success of in-service training on textbook challenges.

The data indicate that most of the public school districts in Washington State have established textbook adoption policies; fewer school districts have established procedure policies; and instructional materials are being challenged by individual parents more frequently than by organized pressure groups. This study also shows that school administrators rarely report challenges to any state agency or to other school districts. Finally, the study reveals that over half of the school districts in Washington that responded to the survey have not had in-service training on textbook adoption challenges.

The final chapter of this study draws conclusions that indicate textbook adoptions are still being challenged and school districts need to be proactive rather than reactive to these challenges. It also reveals that in-service training would help school administrators and parents find a "win, win" solution to textbook adoptions.
