This dissertation explored the integration of a Value Engineering methodology and model suitable for the enhancement of existing and development of new technical field engineering services within an organization. The research focused on the principle objective provided by Value Engineering: cost-effective delivered quality, profitable for the producer and affordable for the customer. The research methodology included elite interviews, an in-depth expert interview, and a Value Engineering workshop. A special emphasis was made in the infusion of quality and value within the technical services developed for a state-of-the-art technology Uninterruptable Power Supply system. As an enabler towards Value Engineering modeling, the utilization of Function Analysis System Techniques through computer software programs was researched. The study found changes that might be needed to infuse Value Engineering methodologies, its rate of return on investment, the impact on customer value in relationship to internal cost, and the implication on existing quality systems. These changes include a two-step approach to functional analysis system technique, extensive use of computer graphic support, life cycle value of service, and use of the internal and external customer value concept. The study concluded that significant value and quality enhancement methodologies can be developed through the infusion of Value Engineering in science and technology services.
