The purpose of this study was to identity decision-making process and outcome variables that predict social equity and fee acceptability judgments for recreation user fees in national forests. Data were collected through onsite interviews of 228 campers who visited the Ledgefork Campground at the Smith and Morehouse site within the USDA Forest Service in the Kamas Ranger District of north-central Utah. Hypothetical fee contexts were created through 12 scenarios that varied according to six procedural and distributive justice variables. Two dependent variables, perceived social equity judgments and acceptability of fees, were measured for each scenario. The null hypothesis tested was that regression coefficients for extent of public input, extent to which frequent users are favored in decision process, price subsidy, fee levels, frequent user benefits, and how revenue is used are zero in prediction of social equity judgments and price acceptability of fees. With the exception of price subsidy, all predictors were significant in both models. Effects of the individual variables were also characterized in terms of relative importance, using conjoint analysis techniques. Different patterns of importance were evident for each of the two variables. For social equity, the most prominent part-worth coefficient was public input (.482), followed by fee level (.408). For price acceptability, the factor with the highest average importance value was fee level (.716), followed by retention of fee revenue to maintain the quality of the site (.373).
