Nearly 70 community colleges in California have student newspapers, ranging from those that participate in national competition against four-year institutions to those that lack many of the elements of journalistic quality. This study considered the difficulties newspaper advisers and students face---in and out of the classroom---in producing a student newspaper by observing three newspaper programs considered among the best in the state. The field studies attempted to determine what components make a quality student newspaper and how those components are achieved. The study concluded that certain steps are necessary toward achieving quality in a community college newspaper, and that those steps assist students in acquiring skills helpful in future endeavors. The study suggested that the steps be followed in the order in which they are listed. It also deduced that producing a quality newspaper will always face challenges no matter how closely the steps are followed.
