The greatest obstacle in the field of web site development is the lack of a formalized testing process that addresses user accessibility. This study represents an attempt to show that there are limited resources and a lack of a formal test process that pertains to usability and accessibility. The major findings in this study were: (a) there is a need for web accessibility but no formal testing approach is available at this time, (b) there are only two sets of standards that include accessibility, Federal Public Law 508 Standards and WAI Priority Standards, and they do not address a test plan process, and (c) after web sites are developed, designed and deployed there is not an ongoing maintenance test process to assure continued compliance. The project deliverable is a test plan that includes a test process, checklists and scripts that meet accessibility standards for web users.
