This thesis is an investigation of the perception, use, and creation of the Tuol Sleng Genocide Museum, a socially constructed heritage resource. The space of the Museum served as S-21, a Khmer Rouge detention and interrogation centre, from 1975--1979. Like other dissonant heritage resources in Cambodia, Tuol Sleng is a vital and graphic representation of a contested history.

This research is based on questionnaires, interviews and archival records. The study framework identified the key players associated with the creation, use and perception of the heritage site. These players are recognized as Museum management, the Documentation Centre of Cambodia, the original producers of Tuol Sleng, local and international visitors. Fundamental and often conflicting differences were found amongst the groups in the perception and use of Tuol Sleng. Challenges are identified for resource use and conservation unique to dissonant heritage resources in developing, politically charged countries such as Cambodia.
