This thesis analyzes the underlying causes of forest fires in Indonesia by developing a model of forest fire management to guide the argument of this thesis. Stakeholder analysis and conflict theory are used to identify the underlying causes of the forest fires in Indonesia. The findings are that forest fires are not only environmental disasters, but also reflect social problems and often serious conflicts among groups. Natural resource scarcity and conflicting perceptions were analyzed as critical problems. Aid donor developments projects concerned with forest fire were considered as third-party interventions in these conflicts. There are pros and cons for forest fire programs to be a neutral third party. The model focuses on conflicts and does not incorporate all realities, but this approach provides a more holistic picture of forest fire in Indonesia and a sharper understanding of the potential to alleviate conflict with interventions.
