Other assignments in political-military affairs at the Pentagon and at various locations throughout the eastern and western hemisphere shaped a strong proclivity to examine the total community in addition to the military concerns. Later, while teaching at National-Louis University and researching classical and philosophical foundations for an ethics course my rationalization that nation building should be the overarching thrust of U.S. grant aid policy began to take shape. That realization along with his international political-military background, teaching experience, and doctoral studies form the motivation and theme for this effort.The Republic of the Philippines is currently at a crossroads. The components of the political decisions necessary to move the country to compatibility with its Pacific Rim neighbors are many and variable. Social and economic problems abound. Rationalization of the selection of the Philippines is offered by its uniqueness, yet its similarity, to other developing countries; its challenging demographic, geographical, and topographical environments; and, its status as a United States Security Assistance recipient. The author traveled extensively throughout the Philippines as Chief, Ground Forces Division, Military Assistance Advisory Group of the U.S. Embassy in Manila. The paper describes the state of the Philippine education system, suggesting that it may be a contributing factor to social and economic failings of the archipelago. Current educational systems are examined with particular emphasis on post-secondary opportunities. Summary observations are evaluated against a survey, presented to multinational Manila-based businesspersons. The questionnaire, which generated perceived employment needs and training deficits, validates the literature review regarding the state of education in the Philippines. The provisioning of a central community college based Distance Learning system is investigated as a means of meeting the job-training crisis for educated workers. The magnitude of this problem with two dimensions, who could do it, and how it could be done are answered.

A four-pillar approach to solving the educational problem is recommended. The plan offers Distance Learning as a means of serving the people of the 1,100 inhabitable islands in the Philippines. Further, the paper suggests the use of U.S. Security Assistance funding as a means of funding the telecommunication aspects required, and endorses the use of various consultants and service providers to assist in the structuring and maintenance of such a system leading to the provision of an educated work force.
