Recently, youth researchers, policy makers, and youth work practitioners have begun to see young people as a threat to our democratic way of life. To address this concern, various youth civic engagement initiatives have been promoted, although very little is known about their effectiveness and even less about how young people experience these activities and opportunities. Uncertainty remains in regard to what policy, practices, programs are needed. This dissertation explores the following questions: What do the experiences of young people involved in three civic engagement initiatives teach about policies, programs and practices for civic education? And for research on and evaluation of such efforts?

Grounded in the European field of the sociology of childhood (young people perspectives), this qualitative descriptive, comparative study describes and compares what young people say they did and learned in three youth civic engagement: Youth-in-Government (Minneapolis Metropolitan YMCA), Youth Science Center (Science Museum of Minnesota), and Public Achievement (Center for Democracy and Citizenship). Young people participating in each of the initiatives were interviewed in groups (n = 136) and individually (n = 63). These interviews were transcribed and analyzed for themes. The descriptions that emerged were compared with the official descriptions provided by the initiatives.

Young people describe these initiatives differently from the official description, highlighting how each of these initiatives invited and supported their efforts. This they said was both unique and necessary for their civic engagement. Also explored were what young people said they learned in each of these and how this was learned.
