The leadership development literature suggests that effective leaders engage in value reflection as a part of their development process (Gardner, 1997 and Goleman, Boyatzis, & McKee 2002). Literature on organizations and leadership style provides a conceptual framework of structural, human resource, political, and symbolic lenses (Bolman & Deal, 1997). In educational leadership there have not been studies to explore how leaders reflect and how this influences style of leadership.

This study was designed to examine how female community college presidents in California perceive their use of the structural, human resource, political, and symbolic styles of leadership in three essential functions of their role. The functions that were examined include decision-making, communication, and evaluation. The study also explored how these leaders engage in values reflection and the relationship between values reflection and styles of leadership.

Data was collected for the study using two methods. The primary method of data collection was a mailed survey to all 48 female community college presidents in the state. The secondary data collection method was in-depth telephone interview with seven volunteer presidents.

This study's key findings indicate that value reflection is an essential portion of leadership development. The majority of leaders in this study reported engaging in value reflection on a daily basis and on an in-depth level of examination. This level of value reflection appears to positively influence the ability of female community college presidents to employ each of the four styles of leadership in the conceptual framework. The findings suggest the presidents use each of the frames contingent upon the leadership function.

Overall, the human resource frame is employed most by the presidents. This finding suggests that the presidents encourage individuals in their college environments to participate in decision-making processes, are empowered, and the president is accessible to the organizational stakeholders.

Other significant findings provide evidence of the importance of the political frame in communication at the higher education level; the emergence of a value set that may be unique to community college leaders and influential to their career paths, and the attempts of female presidents to minimize the use of the structural style.
