This case study explored the complex dynamics influencing high risk drinking behaviors of college students at the University of Oregon from 1997--2003. Prior to the case study timeframe, the University of Oregon had in place a comprehensive environmental management approach to substance abuse prevention that was recognized in 1996 by the United States Department of Education as one of the top four comprehensive programs in the country.

520 $a Embedded within the time period of the case study, the University was awarded federal grant funding to implement a social norms marketing campaign approach to prevention and to expand existing environmental prevention program efforts. Following the addition of the social norms intervention, the institution documented a decrease in some high risk drinking behaviors and in a variety of negative secondhand effects of substance use on the campus. Other behaviors persisted or increased.
520 $a This case study grounded the social norms marketing intervention within its institutional context and looked at: the totality of interventions undertaken by the institution during this time period; the findings of the social norms grant; other triangulated sources of data regarding substance use/abuse within the institution; and the secondary impacts of use/abuse on the campus community.
520 $a The case study affirmed both the persistence and the pervasiveness of the problem of high risk drinking behaviors and their direct and indirect impacts on the campus community. The case study also pointed to the need for intentionally designed, multi-pronged and comprehensive efforts at prevention. The findings suggest that the grounding of prevention efforts in person-environment interaction theory may offer a comprehensive foundation to effect sustainable behavior change. The ability to look at substance usage rates, the range and documented impact of prevention efforts, and their effect on campus sub-communities at one institution over a broad span of time paints a panoramic picture of one of the most problematic issues on college and university campuses today. The case study's rich description of a multi-layered problem offers valuable information to inform student affairs practice.
