The purpose of this study was to determine what it would take for the Army to be in contention with civilian alternatives for high quality youth. The Army has consistently had difficulty meeting its recruiting accessions and this research was an effort to ascertain what factors were attributing to these difficulties. The primary research method involved the quantitative analysis of a small survey data set obtained from respondents from three different locales. The survey was conducted in 2003 and contained approximately 119 responses and 51 fields. In addition to the quantitative data analysis, a small-scale qualitative portion was conducted to provide an additional analysis tool for interpreting the quantitative data. The research found that high quality youth are more likely to opt for civilian alternatives than enlisting in the Army.
