Using a positioned subjects approach within a single case study design, leaders in various decision-making positions are interviewed. Data on existing policies, procedures, and practices related to student programming are also collected. Bolman & Deal's (1997) Four Frame organizational model serves as the conceptual framework that guides the qualitative research inquiry.
