Public policy is the insertion of a new variable (program or policy Y) between point X (where we are now) and point Z (where we want to be). This study assumes point X to be one of deteriorating water quality in the Ozarks region owing in part to generation of large quantities of poultry litter produced and land applied in the region, and point Z to be where the increasing levels of poultry litter can be managed to control further deterioration of water quality and maintain a viable poultry industry. It was the hypothesis of this study that variable Y would be a new type of poultry contract between the growers and integrators that would allocate equal responsibility between the parties for poultry litter, would comply with current government regulations regarding poultry litter management, and discourage imposition of additional government regulations.

The site and sample selection focused on the Illinois River watershed (IRW) and Eucha/Spavinaw watershed (ESW), watersheds that have been identified by various legal, legislative and regulatory entities as environmentally sensitive. Methodology included one-on-one interviews with poultry growers, focus group sessions and a survey. A random sampling framework was utilized to determine the survey sample from the population of growers in each watershed. Quantitative methods used included simple summary statistics using SPSS, regression analysis using SAS, and conjoint analysis using SPSS' Conjoint ORTHOPLAN. Qualitative analysis was also done using Nvivo software.

The results of this study indicate that the majority of growers prefer the establishment of a non-governmental organization comprised of growers, integrators and representatives from public agencies that would develop and implement management practices that comply with current government regulations and discourage additional governmental regulations (in other words, a litter bank). The hypothesis is therefore rejected, as the growers have indicated that they desire the new variable Y to be a non-governmental organization comprised of growers, integrators and representatives from public agencies that would take care of the prevailing litter problem rather than a contractual agreement with integrators to equally share responsibility for the poultry litter generated on their farms.
