I focus on the case of the Philippines as it provides ample opportunities to explore these questions. The Philippines had a stable two party system before the breakdown of democracy in 1972, but since re-democratization in 1986 the party system has been unstable. To explore this puzzle, I specify a general framework of party system formation in the Philippines. This framework, which I call the presidential connection framework, posits that the nature of presidential competition influences the stability of the legislative-level party system. Based on this framework, I derive testable hypotheses, which are confirmed by a series of empirical tests.

The results show that the change in presidential term limit from two to one has contributed to legislative party instability in the post-Marcos era. Weak voter-party ties also contribute to instability, but in the pre-Marcos era, the presence of presidential incumbents mitigated this destabilizing factor and facilitated stable two-party competition. Re-entry of incumbents facilitates bi-modal competition and continuity of party labels. But in post-Marcos elections, a constitutional change in 1987 limited presidents to one-term. Consequently, in the post-Marcos era, there has been greater party system volatility in legislative elections because there is no stabilizing presence of incumbents.

The implications of this dissertation's findings are twofold. First, one way to restore stability to party competition in the Philippines is to abolish the presidential single-term limit and to reinstitute the two-term limit as under the 1935 Constitution. Second, comparative scholars studying party system stability are urged to pay more attention to a factor that has been overlooked in the existing literate: the role of presidential term limits.
