This qualitative study researches the experience of newly arrived high school immigrant students. The three participants in the case studies are from Brazil, Poland and Japan. They have been in the United States for less than three years. They attend a small 600 student suburban public high school in the northeast. The district provides a free-standing English as a Second Language program for two to three periods a day. The remainder of the day they participate in regular mainstream classes.

The main research question is: "What is the experience of a small group of newly arrived ESL students in our US high schools regarding educational services? (a) What is the experience from the point of view of the students, the teachers, and the families? (b) What insights can they provide educators for how best to work with them?" The focus is to look at the socialization process in the school context. The observations are both in classrooms and out of class.

The framework used as a screen for the study is Jim Cummins, "Empowering Minority Students: A Framework for Intervention." Through eighteen interviews, shadowing and observations students are viewed through the lens of their families, teachers, and friends. The themes are incorporated into the Cummins' framework and include cultural incorporation, community participation, pedagogy and assessment.

The findings indicate that there were few examples of teachers incorporating the cultural backgrounds of the students. Community participation in the school occurred mostly when there was a concern or problem. The ESL students level of participation was directly related to the classroom environment. The three areas of assessment which were mostly for legitimization purposes were: language proficiency, content-area and special needs.

The findings are presented as a layered story with side-by-side vignettes. The transcribed interviews provide the voice for the participants which include a humanities teacher and a math science teacher for each student. In addition, the reading teacher, ESL teacher and guidance counselor of each student participant were interviewed. Family visits and interviews took place for the three students.

Implications for New York State, school level practice and future research are included. Recommendations are made to improve the school experience for the ESL students. These can be generalized for most ESL program where there are multiple languages represented.
