Boricua College was founded in 1974 in the Williamsburg area of Brooklyn as a response to the socioeconomic conditions of the Puerto Rican population in New York City during the 1960s and early 1970s. It has a humanistic educational philosophy that is the basis for its nontraditional instructional method. The instructional method focuses on the individual and defines the liberal arts as the acquisition and development of cognitive, affective and psychomotor skills and not on the memorization of knowledge. The focus on the development of skills, educational facilitation as the method of instruction, and the assessment process are the nontraditional elements that characterize the college.

This study traces the beginnings of the college as well as the development of its mission, philosophy and the three phases of development of its instructional method and educational programs including the strategies for the maintenance and promotion of the Puerto Rican culture and Spanish language. The struggle for legitimacy through the accreditation process, both by New York State Education Department and the Middle States Association of Colleges and Schools, are depicted. The president's leadership is presented as an essential element in the stabilization, growth and persistence of the institution. It concludes with an analysis of the conditions, practices and variables that have contributed to the persistence of the college and its significance within the Hispanic community. Some of the challenges to be faced in the future and those areas for further study are identified.
