During the nineteenth century, there was no single larger national economic project than the military supply operations undertaken by the North during the Civil War. The Northern armies, which included roughly one million men at any given time, were the largest and best-equipped military force in world history to that date. Producing and sustaining this force, in a material sense, was a giant task. Military procurement in the North was a major problem in political economy, in which the struggle over resources and authority entailed high stakes.

520 $a Many historians of the Civil War era have suggested that the North's economic mobilization for war was coordinated by Republican party officials and competitive capitalist markets. This study, which examines the activities of dozens of leading public and private actors on the home front, concludes that the influence of capitalist enterprise and democratic politics in the Northern military economy was constrained by other institutional and ideological forces. It argues that the leading managers of the North's material mobilization were Army procurement officers, who created a mixed war economy in which contractors in the private sector and the national state itself both functioned as military entrepreneurs. In this environment, critics of the Northern war economy tended to focus on what some regarded as illegitimate profit-taking by commercial intermediaries, who allegedly prevented face-to-face transactions between the giant wartime consumer-state and the actual producers of military supplies.
520 $a The history of the Northern military economy points to the need for new narratives of American political and economic development. The activities of Civil War contractors, many of which were operating as large-scale integrated wholesaling firms before the war broke out, indicate that the rise of "big business" in the United States was more gradual and more complex than traditional accounts have suggested. At the same time, the early American state should be seen as a multidimensional actor, not always beholden to capitalist enterprise or party politics, for which the production of coercive power was always a primary concern.
