During the twentieth century, Peru confronted demanding problems. In the economic sphere, Peru faced inflation, recession, unemployment, and external imbalances. In the political front, the main challenge was the country's democratization. In the social sphere the major problem was poverty and exclusion of important sectors of the populace. The dissertation defines the Peruvian Dilemma as the inability of public policies to successfully confront the resolution of problems in one sphere without worsening the conditions in the same sphere and in the other two.

The dissertation analyzes the way in which Alberto Fujimori confronted the Peruvian Dilemma. It suggests that under Fujimori, Peru went through a Neoliberal revolution that restructured the economy, reformed the institutions, and redefined the implicit social contract through a new Constitution. These changes were implemented in a radical and comprehensive manner. Fujimori understood Neoliberalism as a philosophy of reform that required the adoption of Neoclassical economic policies and the operation of markets and market-like structures as general guides to be followed, not only in the economy, but also in the country's political and social affairs.

Fujimori implemented a model of Autocratic Neoliberalism. The emergence of this kind of regime was the authoritarian response to the confluence of a high level of economic instability, manifested in four-digit annual inflationary rates, and the growing political conflict observed in Peru before 1990.

In spite of the successful reestablishment of macroeconomic equilibria and the defeat of subversion, the research shows significant economic, political, and social costs that compromise the sustainability of Autocratic Neoliberalism. They also suggest the Peruvian Dilemma is still a valid challenge for the Peruvian political class.
