Thesis (M.A.)--State University of New York Empire State College, 2003.
The purpose of this final project, a position paper, was to explore how the staffing industry affects business, labor and government. By connecting people with jobs, the staffing industry provides a service to business, government and labor. The staffing industry is not without its faults. Benefits coverage, wage gaps, and high turnover rates are some of the strongest arguments against the staffing industry.

After weighing arguments both for and against the services provided by the industry, I concluded that the staffing industry plays an important role in society. However, policy changes are needed if the staffing industry is to remain vital. The policy recommendations I have proposed include lobbying the government to make it easier for temporary workers to obtain benefits. The American Staffing Association should also adopt and enforce a universal code of ethics that all staffing agencies must follow.
