In the early 1990s, the charter at most community colleges was to create a workforce development agenda. This new role for community colleges required a major overhaul in organizational structure and curricula. It was clear that there needed to be more collaboration between trainer and employer and a clear understanding as to the needs and expectations of businesses and industries and workers.

The purpose of this research study was to ascertain the extent and nature of workforce education, training, and retraining needs of current businesses and industries in rural Mississippi community college districts. This study was designed to seek the perspective of rural Mississippi employers regarding workforce development training issues.

Questions to be answered by this study are as follows: (1) How do businesses and industries in Mississippi currently utilize the workforce training and development services of Mississippi's community colleges? (2) What are the other workforce education, training, and retraining needs of business and organizations in Mississippi? and (3) What are the gaps between services currently utilized (question 1) and workforce training needs (question 2)?

This study will provide community colleges in Mississippi with information and insight that will be valuable in developing, improving, and implementing successful training partnerships. A goal of this study is to provide the data needed to track the workforce training needs of businesses and industries in the state of Mississippi. Before this study, a systematic training needs assessment has never been conducted in the state. Each community college lobbies for the chance to expand their individual training programs in keeping up with the high-tech, fast-paced changes in businesses and industries. Individual lobbying and fragmented evaluation prevents the development of comprehensive state-wide planning and wise use of scarce resources.

The results of this study will help community colleges in Mississippi and the SBCJC be better informed and enhance policy making for workforce training. The information in this study will be useful to community colleges in Mississippi, the SBCJC, and the Mississippi legislature.
